Environmental and Social Management Plan (ESMP) for the Mindelo Cruise Terminal Project

MF&A Portugal was responsible for preparing the Environmental and Social Management Plan (ESMP) for the new Mindelo Cruise Terminal — a key infrastructure project aimed at enhancing the island of São Vicente’s tourism appeal and boosting the economic development of Cape Verde.

The ESMP's primary goal was to ensure that the negative environmental impacts resulting from the construction and operation of the terminal were properly identified, controlled, and minimized. At the same time, the project sought to enhance the positive social impacts, contributing to the sustainable development of the island and the country.

MF&A’s scope of work included:

Identification and assessment of environmental and social impacts;

Definition of mitigation and monitoring measures;

Stakeholder engagement;

Strengthening the project’s sustainability and social responsibility components.

The approach reflected MF&A’s commitment to promoting sustainable solutions and integrating environmental and social best practices into port infrastructure projects.

📅 Note: The official inauguration of the new Cruise Terminal will take place on June 21, 2025, marking a major milestone for the city of Mindelo and the maritime economy of Cape Verde.
